“Why is [the DOE] running an investment bank?” asked William Yeatman, energy policy analyst for think-tank the Competitive Enterprise Institute in Washington, DC. “This is well outside its area of expertise.” 

The bill is “a great start, but it could be better”, he said. “Get rid of the whole Loan Programs Office.”
