Andrew Kleit is an Associate Professor of Energy, Environmental, and Mineral Economics at Pennsylvania State University, University Park, PA. He received his Ph.D. in economics from Yale University in 1987. Professor Kleit has written extensively on the CAFE issue. It was the
subject of his doctoral dissertation and, as a staff economist at the Federal Trade Commission, he was the primary author of the FTC's staff comments on CAFE to the National Highway Traffic Safety Administration in 1989. His other writings on CAFE include "The Effect of Annual Changes in
Automobile Fuel Economy Standards,"Journal of Regulatory Economics, 2:2 (June 1990), 151-72, and "Enforcing Time-Inconsistent Regulations," Economic Inquiry 30:4 (October 1992) 639-48.
