The “Good Neighbor Provision” of the Clean Air Act requires that each State Implementation Plan (SIP) include adequate measures to prohibit emissions that adversely affect, or “interfere,” with another state’s compliance with federal air quality mandates, through the interstate transport of air pollutants.
As is explained in the comments below, Arkansas’s Interstate Transport SIP revision submission was judged by standards for compliance that are significantly different from those used by EPA to evaluate other SIPs.
