Do Americans want “aggressive action” on climate change? That’s the subject of a new opinion poll conducted by Reuters. “Americans demand climate action (as long as it doesn’t cost much),” according to the headline of the published analysis of the results. The words in parenthesis confirm what has long been obvious. Support for “climate action” drops precipitously when people consider the costs.

The White House Council on Environmental Quality (CEQ) recently released the pre-publication draft of their proposed National Environmental Policy Act (NEPA) Guidance on Consideration of Greenhouse Gas Emissions. If finalized, this guidance will replace the Obama administration’s August 1, 2016 final guidance, which was withdrawn on April 5, 2017, pursuant to President Trump’s Executive Order 13783.

The House Energy and Commerce Committee held a hearing on June 20th on the Trump administration’s Safer Affordable Fuel-Efficient (SAFE) motor vehicle rule. The rule proposes to freeze Corporate Average Fuel Economy (CAFE) standards at model year 2020 levels and terminate California’s unlawful power to regulate fuel economy.

The Environmental Protection Agency (EPA) yesterday finalized its Affordable Clean Energy (ACE) rule to regulate carbon dioxide emissions from existing coal power plants under Section 111(d) of the Clean Air Act. ACE simultaneously repeals the Obama administration’s so-called Clean Power Plan (CPP).

Seventeen automakers, including Ford, General Motors, and Toyota Motor North America sent a letter on 6th June to President Donald J. Trump urging him not to challenge California’s authority to regulate fuel economy. Instead, the companies want Mr. Trump to negotiate a compromise with California over model year (MY) 2021-2026 fuel economy standards.

On May 7th in Finland, U.S. Secretary of State Mike Pompeo participated in the eleventh Ministerial Meeting of the Arctic Council. The meeting “ended without a formal agreement after the United States refused to allow language on climate change to be included” (E&E News, May 7th, 2019).

Sen. Lindsey Graham (R-SC) told reporters yesterday at an Earth Day event in Dallas that congressional Republicans are “ready to cross the Rubicon” on climate change. According E&E News, which ran the story today, Graham and other Republican colleagues are “developing legislation to introduce next year that could serve as the GOP framework for addressing climate change.”
