Joint Employer Bill Draws Support

A coalition of 28 pro-business groups led by the Competitive Enterprise Institute will send a letter to members of Congress today in support of the Save Local Business Act, H.R. 3441 (115), a bipartisan bill sponsored by Rep. Bradley Byrne (R-Ala.). The legislation would sharply limit the circumstances under which companies could be classified a joint employer, jointly liable for labor law violations committed by franchisees and contractors. The measure would reverse the NLRB’s 2015 Browning-Ferris decision, which made it easier to establish that a company was a joint employer with a franchisee or contractor. “Government policies should promote, not harm, innovation, flexible work arrangements, and entrepreneurship,” the letter states.
