Some of the most helpful policy responses to the coronavirus pandemic have loosened rather than imposed restrictions. Many of the regulations that are being scrapped to fight COVID-19 were #NeverNeeded in the first place. The Securities and Exchange Commission (SEC) recently liberalized “accredited investor” regulations to allow some non-wealthy investors to buy shares in private stock offerings unburdened by the mandates of laws like Sarbanes-Oxley and Dodd-Frank. Hester M. Peirce was appointed by President Donald J. Trump to the U.S. Securities and Exchange Commission and was sworn in on January 11, 2018. Commissioner Peirce is a leading advocate for regulatory reform initiatives that protect consumers in the financial sector.

Prior to appointment to the SEC, she conducted research on the regulation of financial markets at the Mercatus Center at George Mason University. She was a Senior Counsel on the U.S. Senate Committee on Banking, Housing, and Urban Affairs, served as counsel to SEC Commissioner Paul S. Atkins, and worked as a Staff Attorney in the SEC’s Division of Investment Management. Commissioner Peirce was an associate at Wilmer, Cutler & Pickering (now WilmerHale) and clerked for Judge Roger Andewelt on the Court of Federal Claims.

Commissioner Peirce earned her bachelor’s degree in Economics from Case Western Reserve University and her J.D. from Yale Law School.

Paul Atkins is founder and chief executive of Patomak Global Partners, LLC, a financial services consultancy that provides industry and regulatory expertise. At Patomak, his work spans Dodd-Frank compliance, domestic regulatory advocacy, European regulatory advice, and corporate governance issues. In 2017, he served on the president’s Strategic and Policy Forum, advising on financial markets regulation and economic policy. In the lead-up to the 2016 election and 2017 inauguration, Atkins led the president-elect’s transition team for independent financial regulatory agencies, including the Consumer Financial Protection Bureau, the Federal Deposit Insurance Corporation, and the Office of the Comptroller of the Currency.

Prior to founding Patomak, from July 2002 to August 2008, Atkins served on the U.S. Securities and Exchange Commission. During his two terms, he advocated better transparency and consistency in the SEC’s decision-making and enforcement activities and smarter regulation that considers costs and benefits. From 2009 to 2010, he was appointed by Congress to serve as a member of the Congressional Oversight Panel for the Troubled Asset Relief Program (TARP). He started his public service work in 1990, serving on the staffs of SEC chairmen Richard C. Breeden and Arthur Levitt as chief of staff and counsellor, respectively, until 1994.

He received his A.B., summa cum laude, Phi Beta Kappa, from Wofford College and his J.D. from Vanderbilt University School of Law.

Kent Lassman is President and CEO at the Competitive Enterprise Institute. He oversees strategy for the organization, including management of a team of policy, communications, and fundraising staff. Prior to joining CEI, Lassman spent eight years as vice president at a public affairs firm in Washington, D.C., counseling clients on campaign approaches to issues ranging from telecommunications to privacy to biotechnology and state licensure.
