The State National Bank of Big Spring, Texas, the Competitive Enterprise Institute and the seniors group 60 Plus Association are challenging the constitutionality of the agency, as well as Mr. Obama's decision in January to appoint former Ohio Attorney General Richard Cordray as its first director while lawmakers were on break.
