Gary Johns is a Senior Fellow with the Institute of Public Affairs in Australia. He heads the IPA's NGO Project and has written extensively on the issue. He is currently a Fulbright scholar, based at Georgetown University's Centre for Australian and New Zealand Studies. He was a Minister in the Labour government of former Prime Minister Paul Keating and served in Australia's House of Representatives from 1987-1996. He has a Ph. D. in political science from the University of Queensland. His papers are at www.ipa.org.au [3], including two recent major speeches on NGOs.
