Marc focuses on public policy issues related to the built environment, as well as regional and urban economic policy. His research interests include eminent domain, vehicle automation, entrepreneurship, zoning, privatization, subsurface infrastructure, public finance, transit, intercity passenger transportation, civil aviation, freight transport, economic redevelopment, network industry regulation, and property rights.
Marc frequently participates in federal regulatory proceedings and has advised policy makers, analysts, and activists on a variety of transportation and land-use issues at the federal, state, and local levels.
His analysis has been cited by The Wall Street Journal, Washington Post, Los Angeles Times, Boston Globe, Congressional Quarterly, POLITICO, Bloomberg, BBC, C-SPAN, and other print, television, and radio outlets.
His opinion essays have been published by The Washington Post, Forbes, National Review, Cleveland Plain Dealer, Pittsburgh Tribune-Review, Richmond Times-Dispatch, St. Paul Pioneer Press, Fort Worth Star-Telegram, Milwaukee Journal Sentinel, Washington Examiner, Detroit News, and elsewhere.
In addition to policy research, Marc edits CEI's OpenMarket.org, a leading online source for news and analysis covering a variety of regulatory reform issues.
Prior to joining CEI in 2008, Marc worked in the Congress department at Federal News Service. He received his bachelor's degree from George Washington University in Washington, D.C., with concentrations in economics and philosophy.
