Fellow in Land-use and Transportation Studies

Marc focuses on public policy issues related to the built environment, as well as regional and urban economic policy. His research interests include eminent domain, vehicle automation, entrepreneurship, zoning, privatization, subsurface infrastructure, public finance, transit, intercity passenger transportation, civil aviation, freight transport, economic redevelopment, network industry regulation, and property rights.

Marc frequently participates in federal regulatory proceedings and has advised policy makers, analysts, and activists on a variety of transportation and land-use issues at the federal, state, and local levels.

His analysis has been cited by The Wall Street Journal, Washington PostLos Angeles Times, Boston Globe, Congressional QuarterlyPOLITICO, Bloomberg, BBC, C-SPAN, and other print, television, and radio outlets.

Prior to joining CEI in 2008, Marc worked in the Congress department at Federal News Service. He received his bachelor's degree from George Washington University in Washington, D.C., with concentrations in economics and philosophy.
