Marc focuses on public policy issues related to transportation, land use, and telecommunications. These include public finance, transportation safety and security, network economics and competition policy, vehicle automation and self-driving cars, freight logistics, economic redevelopment, land-use regulation, mass transit, civil aviation, and private property rights.
Marc frequently participates in federal regulatory proceedings and has advised policy makers, analysts, and activists on a variety of public policy issues at the federal, state, and local levels.

Prior to joining CEI in 2008, Marc worked in the Congress department at Federal News Service. He received his bachelor's degree from George Washington University in Washington, D.C., with concentrations in economics and philosophy.
