Politico cites Senior Fellow Marc Scribner on the 5.9 GHz band:

Who’s in favor? Some automakers, wireless and tech companies, and free market groups. “Regardless of one’s views on how the 5.9 GHz band should be allocated, it was clear the status quo of two decades was unacceptably inefficient,” said Competitive Enterprise Institute’s Marc Scribner. “We hope Chairman Pai’s announcement will cause the Department of Transportation to officially withdraw its proposed DSRC mandate, which is currently mothballed at the Department as an undetermined long-term action.”
