President Donald Trump on May 17th issued an executive order that replaces a March 19th, 2015 executive order by President Barack Obama requiring all federal departments and agencies to reduce greenhouse gas emissions by 40% within ten years. The Obama order also required the federal government to increase the share of electricity it uses from renewable sources to 30% and reduce per-mile greenhouse gas emissions by 30% by the federal fleet of vehicles.

The annual subsidiary body meetings of the United Nations Framework Convention on Climate Change (UNFCCC) held in Bonn, Germany over the past two weeks have made so little progress that another week of talks has been scheduled in Bangkok in September. The goal this year in Bonn was to work out the details of a “rulebook” to implement the 2015 Paris climate treaty. This rulebook would then be approved at the twenty-fourth Conference of the Parties to the UNFCCC, to be held in Katowice, Poland in November.

The subsidiary bodies of the UN Framework Convention on Climate Change (UNFCCC) are meeting in Bonn, Germany this week and next to try to draft rules for implementing the Paris climate treaty. There is no end to the good news.

Boulder, Colorado and Boulder and San Miguel Counties filed suit in state court this week against ExxonMobil and Suncor Energy. The suit claims that petroleum products sold by the companies contribute to climate change and that leads to all sorts of bad things—such as droughts, wildfires, and severe storms—that affect tourism and agriculture in the city and two counties.

A federal judge in California last week ruled that a suit brought by the cities of Oakland and San Francisco seeking climate damages from major oil companies would be heard in federal court instead of state court. This week Judge William Alsup invited counsel for both sides to present a five-hour tutorial on global warming and climate change in his court on March 21st.

President Donald J. Trump in his speech to the Conservative Political Action Conference today spent seven minutes discussing his deregulatory agenda, ending the war on energy, getting out of the Paris climate treaty, the harmful effects of Paris, and the positive effects his policies are having on property owners and workers.

This week’s address was the first State of the Union speech in eight years that didn’t mention global warming or climate change, and the first State of the Union in fourteen years that contained not a single word about renewable or alternative energy. We have come a long way since President George W. Bush announced in 2006 that “America is addicted to oil.”

My CEI colleague Chris Horner has discovered through state freedom of information laws that environmental pressure groups and major charitable foundations have been directing as well as funding Washington Governor Jay Inslee’s (D) leadership of the U.
