Politico Influence reports on Jim Harper joining CEI as Vice President. 

The Competitive Enterprise Institute hired Jim Harper as vice president from the Cato Institute, working on privacy, cybersecurity, telecommunications, intellectual property, counterterrorism, government transparency and digital currency. He previously was counsel to committees in both chambers of Congress and a founding member of DHS’ Data Privacy and Integrity Advisory Committee.
