Overnight Energy: Obama toughens rules on fossil fuel royalties

The Hill reports on Attorney General Claude Walker's withdrawal of the CEI subpoena. 

Walker later told the Competitive Enterprise Institute that he was withdrawing his subpoena against that group as part of the investigation.

But he said his probe isn't over.

"This agreement will allow the Department of Justice to focus on its ongoing investigation, without the distraction of this procedural litigation," he said in a statement.
