Virginia’s successful regulatory modernization efforts serve as a replicable model for reform at both the state and federal levels. Increased transparency, streamlined permitting, and common-sense adjustments since 2022 are estimated to save Virginia citizens $1.2 billion annually, including $24,000 per new home construction. Virginia’s Office of Regulatory Management created two handbooks, Regulatory Economic Analysis Manual and Regulatory Reduction Guide, that are adaptable resources for other reform endeavors.

These private roundtable dinners gather leading experts to discuss opportunities and strategies for reforming the contemporary regulatory state. Juan Pablo Segura is Virginia’s Secretary of Commerce and Trade, where he oversees 13 agencies, 1,300 employees, and a $3 billion budget to drive economic growth and make Virginia a top destination for business. A Virginia native and serial entrepreneur, Segura co-founded Babyscripts, one of the world’s largest maternity management platforms; raised over $40 million to advance data-driven prenatal care; and pioneered the “Prenatal Care Moonshot” to eliminate maternal mortality by 2030 through digital technology. A CPA and University of Notre Dame graduate, he lives in Henrico with his wife and two sons.

Reeve T. Bull is Director of Virginia’s Office of Regulatory Management and a leading national expert on regulatory cost-benefit analysis. He previously worked at Gibson, Dunn & Crutcher LLP, clerked for Judge Alvin A. Schall of the Federal Circuit, and has taught regulatory law at George Washington University and George Mason University Law School. Reeve is an elected member of the American Law Institute and has held leadership positions with the American Bar Association’s Administrative Law Section and the Federalist Society. A Duke Law graduate with highest honors, he received the Willis Smith Award for the top academic record in his class.
