In the forthcoming 2025 Ten Thousand Commandments report, the Competitive Enterprise Institute’s Fred L. Smith Fellow in Regulatory Studies, Wayne Crews, brings these abstract costs into focus.

Josh Bandoch is the Head of Policy at the Illinois Policy Institute. He is the author of The Politics of Place: Montesquieu, Particularism, and the Pursuit of Liberty and is currently publishing a book on persuasion. He is a member of AEI’s Leadership Network and previously held roles at the Competitive Enterprise Institute, Booz Allen Hamilton, and as a speechwriter and postdoctoral fellow. He holds a Ph.D. in Political Science from Notre Dame and a bachelor’s from the University of Maryland.
Wayne Crews is the Fred L. Smith fellow in regulatory studies at the Competitive Enterprise Institute. Before joining CEI, he worked at the Cato Institute, the U.S. Senate, and the Food and Drug Administration. He holds an M.B.A. from William and Mary and a B.S. from Lander College in Greenwood, South Carolina.
