For 40 years, the Competitive Enterprise Institute has championed sensible regulatory reforms that create meaningful change to the administrative state. 


Conventional regulatory reform is critical, but Congress must go beyond combating bureaucracy and confront its own interventionist and paternalistic tendencies. While reformers often call for Congress to reclaim its legislative authority from the executive branch, the liberty movement must acknowledge that excessive delegation of Article I authority is only part of the problem. The bigger issue is Congress’s disregard for enumerated powers — fueling the fusion of spending and regulation that drives the administrative state.

Wayne Crews is the Fred L. Smith fellow in regulatory studies at the Competitive Enterprise Institute. He holds an M.B.A. from William and Mary and a B.S. from Lander College in Greenwood, South Carolina. Prior to joining CEI, he worked at the Cato Institute, the U.S. Senate, and the Food and Drug Administration.
