The increasing bipartisan consensus on the need for permitting reform is not confined to the United States. Governments around the world are realizing that permitting bottlenecks are bad for everybody, and that efficient permitting is a major competitive advantage in the world today. Without permitting reform, we can’t keep up with China’s rise to power, we can’t meet the emissions targets of the Paris Agreement on Climate Change, and we can’t give American families and communities the modern infrastructure they need and deserve. With energy abundance fueling a manufacturing boom, America’s economy can be the strongest in the world. But Congress must enact permitting reforms. Join Rep. Pete Stauber (MN-08), Permitting Institute President and CEO Alex Herrgott, and CEI Senior Fellow Mario Loyola, in conversation with Kent Lassman. They will discuss the new report, Global Infrastructure Permitting: A Survey of Best Practices around the World, and how it will help inform Congress’s deliberations by drawing on the best ideas from around the world.

Congressman Pete Stauber is a Duluth native, currently serving his third term in Congress as the Representative from Minnesota’s Eighth Congressional District. Congressman Stauber currently serves on the House Transportation and Infrastructure Committee, Small Business Committee, and Natural Resources Committee. Congressman Stauber has a remarkable record of public service. 

Alex Herrgott is the President and CEO of the Permitting Institute, a leading advocate for accelerating investment in rebuilding, expanding and modernizing America’s aging infrastructure, while preserving its environmental, cultural, and historic resources. Herrgott previously served as Executive Director of the Federal Permitting Improvement Steering Council from 2018 to 2021, and before that as the Associate Director for Infrastructure for the Council on Environmental Quality at the White House. He also was a senior staff member for Sen. James Inhofe (R-Okla.) at the Senate Environment and Public Works Committee. 

Kent Lassman hosts and moderates the Competitive Enterprise Institute’s Online Event series. His day job as CEI president and CEO involves managing the organization’s operations and overseeing strategy for policy, communications, and development. Since CEI’s Online Event series began in early 2020, Lassman has interviewed policy makers and leading thinkers, including Senator Mike Lee (R-UT), then-EPA Administrator Andrew Wheeler, and Harvard’s Cass Sunstein. 

Mario Loyola is a Senior Fellow at CEI. Before joining CEI, Loyola worked at the White House, as associate director for regulatory reform at the Council on Environmental Quality and as presidential speechwriter. Loyola has served at the Pentagon as a special assistant to the undersecretary of defense for policy, and on Capitol Hill as counsel to the U.S. Senate Republican Policy Committee, and as a senior advisor to Senator Ben Sasse of Nebraska. Loyola has been a fellow at the Texas Public Policy Foundation, Wisconsin Institute for Law and Liberty, and the Foundation for Defense of Democracies.
