The world is transitioning communications networks from the outdated analog and digital technologies of the past to modern all-IP infrastructure. The transition to Internet-based communications networks is transforming markets, cultures, and even governments. The United States was once the undisputed leader of this transformation, but our traditional advantages in the information and communications technology sector are eroding. Bureaucratic inertia and regulatory uncertainty are inhibiting investment in new IP-infrastructure and services in the United States while investment in Asia is surging. This panel will discuss how our current regulatory structure developed, the challenges it presents today, and options for accelerating Internet transformation in the future.
