The federal rulemaking process is often described as broken and in need of repair. Consultations to state and local governments are often haphazard and inconsistent. Meanwhile, there are competing concerns the regulatory system is both hindering job creation and regulations are unduly influenced by corporate interests. Is reform needed, and what can be done to avoid prescriptive regulatory procedures?
