CEI Comments on Stop Settlement Slush Funds Act (H.R. 522)

“Our constitutional republic is premised on the notion that Congress possesses the power of the purse. Yet increasingly in recent years, the Department of Justice and other executive agencies have been using their enforcement powers to fund private pet projects, even including projects that Congress had specifically rejected. Consistent with proper separation of powers, H.R. 522 returns those purse strings to the people’s duly appointed representatives. Ted Frank, Senior Attorney and the Director of the Center for Class Action Fairness at CEI, previously testified before Congress about the need for Congressional action to permanently fix this problem.”
