Coalition urges Senate to pass major GOOD Act regulatory transparency bill

A coalition of free market and conservative organizations urged the Senate to prioritize passage this year of a regulatory reform bill called the Guidance Out of Darkness (GOOD) Act, S.252.
While the law already requires formal agency rules to be published in the Federal Register, no equivalent requirement exists for other sorts of agency directives that impose substantial mandates and costs on regulated businesses and citizens. The GOOD Act would require agencies to publish their guidance documents online, making them available through a single, searchable portal. It would also preserve access to rescinded guidance for archival purposes.
In addition, the GOOD Act would codify core elements of President Trump’s first-term Executive Order 13891, “Promoting the Rule of Law Through Improved Agency Guidance Documents,” making sure these reforms outlast the agenda of any particular administration.
The GOOD Act passed the House by voice vote on March 03, 2025, and on August 06, 2026, the Senate Homeland Security and Governmental Affairs Committee (HSGAC) passed the bill unanimously, by an official vote of 10-0.
Senate Majority Leader Thune now has a unique opportunity to show the American people bipartisanship is alive and well, the letter argues. The House and the Senate HSGAC Committee have done their part, and the letter signers strongly urge Senate Majority Leader Thune to follow suit and enact this invaluable transparency measure.
