CEI strongly urges the Millennium Challenge Corporation not to include the environmental criteria as detailed in the “Interim Environmental Guidelines” but to stick instead with the broader criteria for country eligibility as stated in the original legislation. CEI has four major concerns regarding the Interim Environmental Guidelines.
