Regulatory comments on NEPA Review of Project-Related Greenhouse Gas Emissions

The comment letter responds to the White House Council on Environmental Quality’s Draft Guidance on National Environmental Policy Act (NEPA) review of project-related greenhouse gas emissions and climate change effects. Our letter argues that extending NEPA review to greenhouse gas emissions will politicize, not improve, agency environmental reviews and permitting decisions. It will further empower NIMBY and global warming activists to block critical development projects with no discernible or verifiable climate change effects. The signers call upon CEQ to withdraw the Draft Guidance.

NEPA review is an inappropriate framework for making climate policy. Project-related greenhouse gas emissions should not be a factor determining whether agencies grant or deny permits for individual projects.
