VIDEO: What Qualifies as a ‘Water’ of the United States?

Our friends at the Regulatory Transparency Project have created a great new video to help explain the legal impact of the Clean Water Act and the subsequent Waters of the United States (WOTUS) regulations.

The WOTUS rule has been notoriously controversial, and many advocates of free-market policy and property rights have campaigned for reform. In February of 2017, President Trump issued an executive order calling on the Environmental Protection Agency to review the rule. Earlier this month, acting EPA Administrator Andrew Wheeler announced a new rule that would rein in the definition of what bodies of water should be covered. Hopefully this new proposal will confine the scope of federal water regulation to its proper boundaries.
