Soriya Chhe provides legal advice and counsel to CEI as Senior Counsel. Ms. Chhe also oversees CEI’s litigation efforts on regulatory and constitutional issues in areas ranging from free speech to financial regulation.

Ms. Chhe joins CEI from the District of Columbia Government after 17 years of service, where she served as Senior Attorney Advisor at the Office of Risk Management (ORM) and as Assistant Attorney General with the Office of the Attorney General (OAG).

Over a decade at ORM, she drafted regulations, legislation, and policies, managed litigation, and conducted investigations on matters related to institutional risk. Prior to that, Ms. Chhe litigated jury trials before the U.S. District Court for the District of Columbia and D.C. Superior Court as lead counsel in torts, constitutional claims, excessive force, and employment matters that resulted in favorable verdicts. She handled all aspects of litigation, including depositions, selecting expert witnesses and corporate designees, motions practice, hearings, mediation, and trial.

Prior to her career with the District Government, Ms. Chhe worked as a Housing Attorney with Essex-Newark Legal Services for two years after graduating from law school. She successfully represented clients in bench hearings in the Superior Court of New Jersey. She also appeared before the Appellate Division, where she successfully appealed a federal housing matter.

Ms. Chhe earned her J.D. from Pace University School of Law in 2005, while working as a full-time paralegal with the New York City Law Department. She also holds a Bachelor of Arts degree from Pace University, with a major in History and minor in Biology.
