DHS chief suggests ‘legislative teeth’ for Visa Waiver tweaks

The Competitive Enterprise Institute said it is “disturbed by the way in which the Department is aiming to implement the rule,” taking issue with the fact that FAA Administrator Michael Huerta has set the goal of mandating registration by mid-December. “What this means is that FAA plans to initiate an emergency rulemaking, bypassing the required notice-and-comment requirements of the Administrative Procedure Act by invoking the good cause exception,” CEI’s transportation policy expert Marc Scribner said in a written statement.
