A coalition of free market groups like Americans for Tax Reform and the Competitive Enterprise Institute sent an open letter to lawmakers this week urging them to allow an “open, competitive bidding process” in any infrastructure package. The missive is a nod toward Trump’s embrace of “Buy America” policies, which Congress often includes in legislation but for which waivers are often granted.
