David Riggs Joins CEI

Washington, D.C., June 8, 1999 – The Competitive Enterprise Institute (CEI) is pleased to welcome economist and policy analyst David Riggs to its environment department as director of land and natural resource policy. David will focus on land use issues, natural resource issues and endangered species.

“We are very pleased to have someone of such talents on board at CEI,” said CEI President Fred L. Smith, Jr. “David’s background in economics and environmental policy will lend renewed vigor and strength to CEI’s already outstanding free-market environmental work.”

David comes to CEI from the Center of the American Experiment, a Minneapolis-based public policy group, where he was senior fellow for economic and environmental studies. From 1995 to 1997 he held a joint appointment in the Texas A & M University system, where he worked as an economist for the Texas Institute for Applied Environmental Research and taught economics at Tarleton State University.

David holds a B.A. from the University of North Carolina at Wilmington, and a Ph.D. in Applied Economics from Clemson University. He has published articles in professional journals, edited volumes and written numerous newspaper op-eds.

David joins James Sheehan, Director of International Environmental Policy, and Angela Logomasini, Director of Risk and Environmental Policy, as the directors of CEI’s Environmental Department.
